John W. Edwards, Jr., chair of the Partnership board of directors, and Gale F. Hennessey, chair of the Partnership's weatherization & housing task force, strongly encourage you to read through Weatherization - A Test Case, written by John Millhone for the Carnegie Endowment for International Peace. Mr. Millhone, previously a program manager of the U.S. Department of Energy's Weatherization and Intergovernmental programs, also served as director of the state energy offices in Iowa and Minnesota.
Millhone describes three tasks that Community Action Agencies must accomplish in order for the recent ramp up in federal funding to be successful. Specifically:
1. Accelerate the administration of the program, bringing together the federal, state, local, and private sectors.
2. Secure the support and participation of stakeholders.
3. Translate the federal stimulus/economic recovery investment into a self-
sustaining, ongoing activity.
John Edwards reports that this analysis is so informative that his agency, Northeast Florida Community Action Agency, is using it in the agency's strategic planning process.
